DMCA is part of US Copyright Law, therefore it is applicable only to websites hosted in the US. All sites hosted in the US are bound to obey the law. Therefore even if you are a copyright owner based outside the USA, you can still issue a DMCA notice if the hosting website or platform is located in the US.
